Tarnobrzeg Special Economic Zone

The region is in the South East of Poland, roughly between Lublin and Rzeszów. It has a population of 610,000, and covers an area of 6,000 km2.

The main industries in the Tarnobrzeg region are the following: metal, raw materials, electro-machinery, building materials, food, agriculture and construction. The development of these areas in the past has meant that a Zone of intensive industrial development clearly developed, and forms the economic area immediately surrounding Tarnobrzeg Special Economic Zone.

Such industrial centres as Stalowa Wola, Tarnobrzeg, Sandomierz, Staszów, Nowa Deba, Połaniec and Ożarów, are located here. Briefly, the business profile of the area is as follows:

  • there are about 25,000 active businesses in the Tarnobrzeg region;

  • the main representatives of modern industry in the region are:

  • "Huta Stalowa Wola" S.A. - the leading manufacturer of construction machinery,
  • Zakłady Metalowe "Dezamet" S.A. - metal and arms industry,
  • KiZPS "Siarkopol"_ producer of sulphur, household chemicals and artificial fertilisers,
  • Cementownia "Ozarów" S.A. - well-established cement producer and exporter,
  • Elektrownia "Polaniec" S.A. - power station,
  • Zakłady Porcelany "Amielów" S.A. - a notable producer and exporter of porcelain tableware,
  • Fabryka Firanek "Wisan" S.A. - the country's biggest curtain producer,
  • Pilkington Sandoglass in Sandomierz - construction glass manufacturer.
  • Raw materials in the region: sulphur ore, dolomite, limes, sands and gravels.

  • about 80 banks
  • 7 brokerage offices
  • over 20 insurance companies
  • 3 schools of higher education (about 7,000 students).
  • Culture and nature:

Over 450 heritage sites, four of which are of international standard - the castle in Baranowo Sandomierskie, the Old Town market square complex in Sandomierz, the Dominican Church of St James (Jakub) in Sandomierz, and the "Krzyztopór" castle ruins in Ujezdz.

Over 1,800 km2 of forestlands (including 2 scenic parks).


Profile of the Tarnobrzeg Special Economic Zone

The government created the Tarnobrzeg Special Economic Zone EURO-PARK WISLOSAN in September 1997. It is 609.03 ha in area and consists of 4 Sub-Zones situated in the grounds of large industrial plants:


Tarnobrzeg Sub-Zone

The Sub-Zone is on the area of the "Siarkopol" Mines and Sulphur Processing plant, and covers a total of 117 ha. The activity conducted in the Zone to date is: chemical production, mineral fertilisers production, metal industry, mineral production and building fixtures and fittings.


Stalowa Wola Sub-Zone

This Sub-Zone is on the Huta Stalowa Wola S.A. site and covers an area of 216 ha. Industries active in the Zone to date include: metallurgy, construction machinery, metal industry, and arms industry.


Nowa Deba Sub-Zone

This Sub-Zone is on the Zak3ady Metalowe "Dezamet" S.A. site and covers an area of 179 ha. Industrial activity in the Sub-Zone to date: household equipment, metal goods, automotive industry, arms production, industrial glass, electrical goods, construction materials.


Staszów Sub-Zone

This Sub-Zone is on the Mine and "Siarkopol" Chemical Sulphur Plant site and covers an area of 97 ha. Industrial activity in the Sub-Zone to date: chemical production, timber processing, building materials' production, industrial glass.

Investors have a varied choice of production facilities: production halls, warehouses, and office buildings, as well as greenfield sites. Buildings and land for development in the Zone may be sold, leased or rented to investors by auction or negotiation.

Tax reliefs and exemptions are available to businesses which obtain the relevant permit issued by the Zone's management company - Agencja Rozwoju Przemys3u S.A. (Industrial Development Agency) or the Ministry of the Economy.

The following forms of activities are banned in the Zone: environmentally harmful, dangerous or over-exploitative activities, explosive materials' production, tobacco goods manufacturing, alcoholic beverage production, bottling or processing, and gaming and gambling activities.

All Sub-Zones have a full range of infrastructure services:

  • Electricity
  • Thermo-energy
  • High methane natural gas
  • Industrial and drinking water
  • Sewage and drainage.

The Sub-Zones forming the Tarnobrzeg Special Economic Zone have good communications links and on the actual sites, there are road systems, railway lines and sidings. The siding in Staszów Sub-Zone, has a wide gauge, which facilitates goods transport to the Commonwealth of Independent States countries, since there is no need to re-load at the Ukrainian border.


Investment to date

  • 20 firms have received permits to carry out economic activity in the Zone
  • 18 firm are already in operation and receive tax exemptions and reliefs to carry out their investment programmes
  • the total value of investment is 24 million USD (declared commitments are 40 million USD)
  • There are currently 3,100 people working in the Zone, and the final total will be 3,400.

Among the 20 investors, in addition to Polish companies, there are 2 German firms, and a French one. Additionally, investors from Denmark and Italy are expected to move in. The main industry sectors covered to date are: metal, building materials, fixtures and fittings, synthetic goods, chemicals and glass.


Tax reliefs

  • full income tax exemption is available in the first 10 years of the Zone's existence and 50% thereafter, until the expiry of the Zone. The amount exempted depends on the type of relief chosen or qualified for. Income for tax exemption is proportionale to the investment outlays incurred up to 2 million Euro. Investments over 2 million Euro qualify for total income tax relief. Alternatively, there is a 10% income tax relief available on every 10 workers employed by the firm.

  • a business that does not qualify for income tax relief may deduct its expenditure on intangible and legal assets as costs, and may also increase its depreciation rates on fixed assets.
