SUWALKI SPECIAL ECONOMIC ZONE

  SUWALKI Special Economic Zone is situated in North-Eastern Poland, near the borders with the Russian Federation, Lithuania and Belarus. As a border region it acts as a bridge between Western Europe and both the Baltic States and Eastern Europe. The main highways from Western Europe to Lithuania, Latvia and Estonia pass through Suwałki, likewise the main communications routes from Scandinavia to Central and Southern Europe. Soon this will be incorporated into an enormous trade route, the Via Baltica.

Southern Europe is accessible via route No. 19, in an easterly direction; through Rzeszów and then on further South. There are also rail links with Szczecin and Gdansk. Suwałki has got an airport (V class technical with a grass runway and no permanent buildings) and there are spare landing strips and airport facilities in Gołdap-Botkuny Olsztyn, Białystok i Ketrzyn.

There is a working water transport system which takes in the Great Lakes of Mazury, the Augustów Canal, and the Suwałki Lake District.

SUWALKI Special Economic Zone has access to the following border crossings with Lithuania:

  • Trakiszki/Szestokai (rail, and road for both goods and passengers)
  • Ogrodniki/Lozdzieje (Basic road border traffic)
  • Budzisko/Kalwaria (road for both goods and passengers) with the Russian Federation:
  • Gołdap/Gusiew (passenger road traffic). Further border crossings are planned as follows: with Lithuania:
  • Wizajny/Wisztyniec and Bierzniki/Kopciowo with the Russian Federation:
  • Perły/Kryłowo with Belarus
  • Lipszczany/Grodno
  • Rudawka/Usowo (Augustów Canal border crossing).

Distances of the Special Economic Zone from the following Polish cities are given below: Warsaw 274 km, Białystok 123 km, Cieszyn 647 km, Gdansk 336 km, Katowice 571 km Kołbaskowo 558 km, Poznan 662 km, Szczecin 577 km, Zakopane 670 km, Zgorzelec 750 km.


Profile of the Suwałki Special Economic Zone

It covers an area of 331.19 ha, which is divided in 3 Sub-Zones: Suwałki, Ełk i Gołdap. The Special Economic Zone is divided into Sub-Zones, each of which is described below.

Electricity

  • the distance from the sub-station is 0 - 100 m depending on the location of the plot
  • cost of connection is established by reference to the Electricity company's tariff
  • price 1 kWh 0.31 - 0.38 PLN. The prices varies according to the amount of electricity consumed
  • electricity supply is without restriction in using power of 150 kV _ 200 kV it is advisable to build one's own power generating point.

The Zone guarantee bringing up an SN power cable to the perimeter of the plot.


Water

  • the water supply runs along the road that skirts the perimeter of the plots
  • cost of connecting up the water supply is the value of the materials and labour required, the Zone does not take additional charges for connecting up to the network
  • cost 1m3 - 1.15 PLN. The water is of very good chemical and physical compositions and is consistent with EU norms.

Sewers

  • the sewage collector runs along the road which borders the plot
  • the cost of connecting is the value of the materials and the cost of labour with no additional charges
  • the cost of processing the sewage is: 1 m3 - 1.65 PLN.

Labour market

  • there is an available labour force 6,306 unemployed
  • unemployment rate: 14%
  • people of working age: 58%
  • population of Suwalki: 68,056
  • average pay: 1,000 PLN per month.

  • located on the border, with border crossing to Russia
  • price of 1 m2 of land subject to negotiation.
  • available workforce: 3,502 unemployed people
  • unemployment rate: 27.3%
  • working population: 37%
  • average rate of pay: 1,200 PLN.
  • To qualify for these exemptions, the investor should:
  • Invest a minimum of 350,000 EURO in the production plant or;
  • Employ 40 people.
  • For investors not meeting the above criteria, the following exemptions apply:
  • If the value of the investment is below 350,000 Euro, exemptions are in proportion to the level of the investment;
  • If less than 40 people are employed, then tax exemptions of 25% of income are available on every 10 workers employed by the investor, however, these exemptions cannot be less than 25% and not more than 100% of the monthly income.
  • For investors not able to benefit from either of the variants above, the following tax reliefs are available
  • The investor who does not have the right to income tax exemptions may write off his intangible and legal assets expenditure as cost of earnings, and may also use higher fixed asset depreciation rates.
  • All investors are exempt from property taxes for the lifetime of the Zone.

Tax reliefs

An entity doing business in the Zone can utilise only one type of relief. The entity declares the type of relief it wants for the tax year, although it can be changed in the next year.

Tax reliefs are:

  • Exemption from 100% income tax for the first 10 years of operations, and 50% for the following years up to 2016;
  • Exemption from 100% of property tax for the lifetime of the Zone.
