Starachowice Special Economic Zone is situated in Starachowice town itself, which is in the centre of Poland. The regional population is about 653,000; the current unemployment rate is around 19.1%.
There is a very good access to road and rail transport guaranteeing investors good distribution facilities for both Poland and Europe. The chief benefits of the region are:
- Good geographical location, proximity to the E-7 international route, rail links and satisfactory state of all access roads;
- Large group of qualified and available labour force; relatively low labour costs;
- Well developed banking system (5 banks);
- Modern cellular network and land line telephone exchanges;
- Internet network and satellite communications centre;
- Well developed technical infrastructure for industry;
- The Owietokrzyskie region is among one of the most ecologically clean regions in Poland;
- 40 km from Starachowice in Maslów is the Category 3 airport for light aircraft.

Traditions of the region
Starachowice is situated on the Southern rim of the Owietokrzyskie Mountains in the picturesque valley of the river Kamienna. It is surrounded by forest land, which is the remnant of the Owietokrzyskie Primeval forest. Starachowice was and remains a specialist industrial centre. The Starachowice region was part of the Staropolski Industrial Basin. In the years 1836-42 a unique complex of brick-making works was set up, with a centre of huge kilns in Starachowice (in 1992 the Great Kiln was entered on the World Industrial Heritage List).

A powerful impulse for the development of industrial activity was the investment within the framework of the Central Industrial Area (COP), within which armaments factories were set up in Starachowice in the years 1920-39. On the base of the re-built Starachowice plant after the war, the "STAR" lorry factory was set up in 1948. In 1991 FSC "Star" was transformed into a joint stock company, Zak3ady Starachowickie "STAR" S.A. There are metal, wood, ceramic and building materials, meat processing and a large number of metal craft workshops which could be a serious back-up production force for entities undertaking activities in the Zone
The Zone was set up for a 20 year period to 2017. The total area of the Zone is 351.3897 ha. The Zone contains production facilities, warehouses and shelters of about 100,000 m2
Electricity
Current of 8 MW in the Zone.
Natural Gas reserve
In the areas next to the Zone there is a 300 mm medium pressure gas pipeline.
Thermo energy
The "Bugaj" Thermo-electric plant (2x25 MW) with the possibility of adding further boilers of a combined strength of 100MW is 600 m away from the site. This meets the needs of the town and the Zone.
A one day reserve of water
Starachowice is supplied from multiple artesian wells. The production capacity of the water main is estimated to be 31,000 m3/ per day, which ensures the current needs of the town and economic entities.
Sewage and drainage capacity
25,000 m3/per day. The town has a mechanical-biological sewage plant which collects 21,000 m3 of sewage per day with a reserve of 4,000 m3. The site has distribution sewage canals which serve the needs of the Zone. It is planned to build treatment plants with a capacity of 33,000 m3/per day. The possibility of utilising 40,000-80,000 m3 of solid waste per year.
Telecommunications
There is no limit to the number of telephone numbers you can have in the Zone. There is no waiting period to be connected up. The network reception is very good the existing networks are ERA GSM and Centertel.
Internal roads
In the Starachowice Special Economic Zone there are also internal access routes. There is also a railway siding.

Tax reliefs
An economic entity in the Zone may enjoy the benefit of only one type of relief, the entity declares the type of relief it intends to claim in the given tax year, after which a different form of relief also available in the zone may be claimed.
100% tax exemption, for investments exceeding 1 million EURO during a period of the first 10 years from the day of beginning the activity by the economic entity, or
100% tax exemption if a number of employees exceeds 100 during a period of the first 10 years.
During the remaining period, for which the Zone was established, 50% of the income may be exempt from the income tax.
Full land tax exemption by the date of conducting the activity, In particular situations entrepreneurs may take advantage of: possibility of accelerated depreciation of fixed assets for applicable rates not higher than 4, inclusion of expenditures on purchase of intangible and legal assets in the group "charges on obtaining income".
Apart from the mentioned above exemptions and preferences there are additional possibilities of financial support for the investors:
- credits for creation of new workplaces
- refund of a part of remuneration costs in case of hiring unemployed graduates
- refund of a part of remuneration costs in case of hiring unemployed
- financing for "special projects"
- financing of training costs for individuals and groups of unemployed, which will be hired for work.
All mentioned above realms of possibility can be used together.
