The Special Economic Zone of Kraków is managed by the Centre for Advanced Technologies - Kraków Sp. z o.o. which, on behalf of the land's owners, negotiates sale or lease of the Zone's real property with the potential investors for. The shareholders in the Management Company are: the State Treasury, the City of Kraków, Kraków University of Technology, the Jagiellonian University, the Academy of Mining and Metallurgy, and Kraków's largest enterprise, T. Sendzimir Steelworks. The participation of Kraków's most important institutions guarantees the proper assistance for the investors and is a good indicator of the Technology Park's great importance for the local economy. Together cover area: 66.48 ha.


 Sub-Zone  of the Kraków University of Technology

Area - 29.53 ha (of which remained for sale or lease about 5 ha)
The area is situated in the Eastern part of Kraków, in of Czyzyny district, between the City Centre and Nowa Huta. Access via Aleja Jana Pawła II. The area is flat, undeveloped land. The geo-technical conditions are favourable.

Technical infrastructure

The first section of the access route to the Technology Park together with services has been built recently.

Development conditions

The area of the Technology Park is classified as "the public services area", and constitutes part of the Czy?yny district general Development Plan. This plan envisages the realisation of such projects as the Museum of Aviation, Kraków University of Technology education and research facilities, the Academy of Physical Education recreation and sport facilities, and others.

There are no restrictions for construction from the environment or historic monument preservation aspects.

  • Kraków  Special Economic Zone has been created for the period of 12 years.

  • The Zone is designed for greenfield investment.

  • Kraków Technology Park is spread over the area of 66.48 ha.

  • The areas belonging to the Zone include: Jagiellonian University Technology Park - 19.35 ha.

  • Technology Park of the Kraków University of Technology - 29.53 ha.

  • T. Sendzimir - Steelworks Technology Park - 17.60 ha. The main purpose for creating the Special Economic Zone was development of the high technology sector on the basis of the technological and research potential of Kraków's higher education and research institutions. Moreover, establishing of the Zone should help in restructuring of the existing enterprises by way of implementation of innovation and technology transfer.

The main objective is to create conditions which enable the economic and infrastructural development, as well as provide the investment-friendly environment for the Polish and foreign investors who wish to do business within the Zone.
Certain actions have been undertaken to form and develop the new enterprises in the advanced technologies sector.


Sub-Zone Jagiellonian University

Technology Park
Area - 19.34 ha (of which remained for sale or lease about 5 ha)

The land owners are as follows:

  • Gmina Kraków, 7.31 ha
  • Jagiellonian University, 8.17 ha
  • Akademia Górniczo-Hutnicza, 3.86 ha

The area is situated in the South Western part of Kraków in Debniki district (Pychowice), it is part of the Third Campus of the Jagiellonian University in Pychowice (total 30-40 ha). Access via the following roads: Kobierzynska, Gen. Grot-Rowecki i Gronostajowa.

 Technical infrastructure

There is a plan to build by mid-2000 a road together with the necessary services, opening up access to the Third Campus of the Jagiellonian University.

 Development conditions

The area is classified as the public services area. There are no environmental protection restrictions for the advanced technology manufacture. The area of the Jagiellonian University Technology Park is registered as belonging to the 3rd Campus of the Jagiellonian University, where shall be built facilities for the Polish Academy of Sciences and Faculties of Information Technology, Biology, Mathematics and Chemistry of the Jagiellonian University.


Sub-Zone T. Sendzimir

Steelworks Technology Park

Area - 17.60 ha (of which remained for sale or lease about 5 ha)
The area is situated in the Eastern part of Kraków in Nowa Huta (Branice) district. Access via the Igołomska and Skotnicka Streets.

 Technical infrastructure

The area is accessible via existing roads and provided with all the necessary services.

Development conditions

The area was initially designated as a green belt surrounding the T. Sendzimir Steelworks, the ground was never subject to mining work and is not polluted. According to the local development plans for the area, there are no restrictions concerning the type of manufacture allowed on the site. Also there are no environmental protection restrictions regarding the industrial development.

 Investments to date

  • AMK Kraków S.A. (1 million USD and investment plans - 0.7 mlillion USD, 140 employees)

The environmental protection services firm, specialising in the air protection;

  • ComArch S.A. (2 million USD and investment plans 3.7 million USD, 344 employees)

Polish information technology firm established in 1993, ComArch S.A. is the parent company of the ComArch Capital Group which has the following subsidiaries: ComArch Bielsko-Bia3a Sp. z o.o. (100% shareholding), ComArch-Multimedia Sp. z o.o. (100% shareholding), ComArch-COIG S.A. (40% shareholding), ComArch TELECOM S.A. (60% shareholding), Fideltronik-ComArch Sp. z o.o. (50% shareholding), ComArch Poznan Sp. z o.o. (98% shareholding);

  • Motorola Polska Sp. z o.o.

Is a world leader in advanced tele-communications and electronics services, supplying integrated network solutions and access to the Internet through radio and satellite.
Besides supplying Polish customers with the world class products and services, the Motorola strategy in Poland comprises developing co-operation with the Polish scientific and business partners in the field of high technology;
Business entities which do not qualify for tax exemption and which carry on business activity within the Zone may qualify for other benefits. They may increase their depreciation rates on fixed assets which are necessary for the business activities in the Zone (maximum co-efficient of 2.0).
Additionally, all land and structures in the Zone are exempt from the property tax.

The types of business activities mentioned above are preferred in the Jagiellonian University Technology Park and the Technology Park of Kraków University of Technology. In the Huta Sendzimira Technology Park other activities may be undertaken.

 Business and Innovation  Centre Copernicus

The new joint initiative of Kraków Centre for Advanced Technologies and Kraków University of Technology shall be construction of the Business and Innovation Centre Copernicus,

in order to meet the expectations of the companies that cannot or do not wish to undertake a greenfield-type investment venture.

  • RR Donnelley Poland Sp. z o.o. (30 milion USD and investment plans 28.8 million USD, employees 500)

The Polish-American printing company providing the best quality products for the most demanding leading publishing houses (among others, the large share of illustrated magazines market in Poland);

  • Pfaffenhain PL Sp. z o.o. (0.6 million USD and investment plans 0.4 million USD, 20 employees)

The Polish-German joint venture company, in the field of precise engineering _ among others, manufacture of the high-tech locking devices (the chip-key locks).


Tax exemptions

The tax exemption principles are as follows:

  • The condition for benefiting from the tax exemptions programme is obtaining of a permit from the Zone's management to carry out business activities within the Zone, the exemption applies only to the income generated from the business activities specified in the permit. The exemptions apply to entities conducting their business activities exclusively within the Zone and in case of legal entities, to those which also have their registered seat in the Zone.

  • Investment expenditure under 2 million EURO entitles the investor to the income tax exemptions not exceeding the investment costs actually incurred,   investment expenditure over 2 million EURO entitles the investor to the full income tax exemption throughout the period of the first six years of activity. After this period, a 50% income tax relief applies until the end of the Zone's duration.

  • The companies may include the costs of construction/modernisation of buildings and structures, as well as the costs of legal services, software and licences as the investment expenditure.

  • The way to encourage such firms to consider other forms of investment in the Kraków Technology Park could be offering them the possibility to acquire usable space in the completed buildings, designated for research, office or manufacture activities.

  • We envisage that the Centre Copernicus would be an assembly of modern buildings constructed within the territory of the Technology Park of Kraków University of Technology, in Czy?yny district. Its total usable space would be around 6,000 square metres, available for sale or rent immediately after completion of the buildings.

  • The preferred tenants of the projected Centre Copernicus (designated mostly for small and medium-sized enterprises) shall be companies and research institutions carrying out activities in the high technology sectors.
