Profile of the region
The Katowice Special Economic Zone is located in Upper Silesia. It covers an area of over 12,000 km2. It includes 68 towns, 22 of which are classified as "large", in that they conform to metropolitan standards having higher educational and research centres, and institutes. Upper Silesia's population of just under 5 million makes it Poland's second biggest province in terms of population, and a clear record-holder in terms of density of population. With its 323,000 firms and 3 million people in employment, the region accounts for 13% of all Polish economic entities and employs 21.25% of the national work force. Its attractive location, existing infrastructure and dynamic market have combined to attract over USD 14 bn of foreign investment into the province. Firms from 29 countries are now in operation in the region, including 131 German companies, 46 Austrian ones, 23 Italian, 16 American and 12 each from Belgium, France and the Netherlands.
There are 370 bank branches in the province, including foreign ones like Raiffeisen Centrobank, Citibank, Deutsche Bank, Dresdner Bank, Bank Austria Creditanstalt, Credit Lyonnais and Societe General.
Katowice Special Economic Zone profile
The Katowice Special Economic Zone was established for a twenty year period to 8th April 2016. To date its capacity has only been 37% utilised. It offers a choice of 17 different sites covering 1017.33 hectares in total, so investors can choose the location best suited for their needs. The Zone consists of four Sub-Zones: Gliwice, Jastrzębsko-Żorska, Sosnowiec-D±browiec and Tychy.
Katowice Special Economic Zone's key assets are its proximity to international routes: the East/West
Lwów _ Wrocław _ Berlin highway, and the North/South Gdansk _ Cieszyn _ Bratislava link.
Gliwice Sub-Zone

This consists of the following locations:
1. The Northern Area Area - 310,417 ha. Situated in the North-Western part of the town, near the junction of National Route 4 with Wyczó3kowskiego Street.
2. Bojkowska Area Area - 25.97 ha. Situated by Bojkowskiej Street. There are currently 5 firms carrying on economic activity here, though not utilising the reliefs available in the Zone.
Jastrzębsko-Żorska Sub-Zone
Located in four areas:
1. Pole Warszowieckie Area 38.32 ha. The area lies on the borders of the town of Żory and the municipality of Pawłowice. It is on the site of what was going to be an anthracite coal mine, but which was subsequently abandoned. There are still numerous remains of this to be seen of Lenartowicza street and the Eastern GOP by-pass, near the "Poróbka-Klimontów" mine. The area is not built up.
3. Dandówka Area: 16.42 ha. The area is in the Eastern part of Sosnowiec, near the former prefabricated house factory, and the Eastern GOP by-pass. The area is not built up.
4. Paryż Area: 8.26 ha. The area is in the South Western part of D±browa Górnicza, on the "Paryż" mine site, which is now in liquidation. The area is not built up.
5. Bankowa Area: 24.62 ha. The area is in the centre of D±browa Górnicza, on the Huta Bankowa site. The area has warehouses, and other industrial buildings.
6. Huta Katowice grounds Area: 77.83 ha. This plot is the immediate grounds of Huta "Katowice" in D1browa Górnicza, which takes in the non-built up area on either side of Rozdzienskiego Street.
7. PrzyjaĽń Area: 48.2 ha. The area is near Zakłady Koksownicze "PrzyjaĽni" in D1browa Górnicza, and is a non-built up area marked off on the Western part of the site.
2. Pole Gołkowice Area: 34.47 ha. In the borough of Godów _ place name: Strzyszów. In the past, the area was designated as a location for mine shafts for the "Moszczenica" coal mine. Work had been carried out on sinking the shafts further into the ground in certain parts of this area.
3. Bzie Area: 29.92 ha. This area is situated in the Eastern part of Jastrzebie in the Bzie Górne district; the area includes facilities belonging to a prefabricated house factory formerly on the site.
4. Moszczenica Area: 20.78 ha. It is situated in the South-Western part of Jastrzebie, the site was chiefly used as a storage dump for the "Moszczenica" mine.
Sosnowiecko-D±browska Sub-Zone
Located in 7 areas:
1. Milowice Area: 25.6 ha. It is situated in the North-Western part of Sosnowiec, and includes the "Saturn" mines which are currently in liquidation. The area is not built up.
2. Kazimierz Area: 20.87 ha. This area is in the North Eastern part of Sosnowiec, about 1 km from the intersection
Tychy Sub-Zone
In both cases, income is fully tax exempt for the first ten years and 50% of income is tax exempt thereafter until the Zone's expiry date.
2. For investors not fulfilling either of the conditions listed in point 1:
-
If the value of the investment is below 2 million Euro then the relief will be up to the level of the investment outlays sustained;

If there are less than 100 employees, then for every 10 persons employed in any one month a corresponding tax relief of 10% will be available in that month.
3. For investors not utilising the reliefs described at points 1 and 2 above.
There is an option connected with increased depreciation rates on fixed assets - writing down investment expenditure on the acquisition of intangible and legal assets as costs of earnings.
4. All investors qualify for exemption from property tax for the entire period of the Zone's existence.
Preferred types of activity in the Katowice Special Economic Zone
1. Production:
- Electronic elements,
- Medical, precision, optical, instruments, watches and clocks,
- Food articles,
- Building materials,
- Metal construction components,
- Office equipment and computers,
- Electrical energy distribution and control apparatus,
- Mechanical vehicles,
- Wooden construction components and building carpentry,
- Garments and clothing accessories.
2. Cultivation of vegetables, special garden plants and nursery products

The Sub-Zone is located in two areas:
1. East Area: 134,164 ha. The area, which is the Tychy-Urbanowice district, is on the site of Kombinat Ogrodniczy, which is now in liquidation.
2. Technopark Area: 9,152 ha. The area is in the centre of Tychy containing numerous administrative and commercial buildings.
Tax reliefs
Any entity carrying on activity within the zone can only utilise one variety of relief. The entity must declare the type of relief it intends to claim in the given tax year, after which a different form of relief also available in the zone may be claimed.
1. Tax exemptions are available in the following forms:
- Investments of over 2 million Euro
- Employment of over 100 people.
